FAS office promotes the fair trade of U.S. agricultural products under what we call MARKET ACCESS. FAS/Lima is often involved with trade or customs problems faced by U.S. exporters or Peruvian and Bolivian importers importers of U.S. food products and the entry process of Peru into the World Trade Organization.

The following are the main agencies from Peru that participate or regulate import market activities. Each one have short descriptions on each one to help you to get familiar with them. Almost all links lead to a website in Spanish, if not indicated.
Customs (ADUANAS) (in English)
Controls the international traffic of merchandises, collects tariffs and prevents and sanctions customs offenses. ADUANAS is divided into six offices, four of which are related to import procedures and regulations: managing and tariff collection, sanction supervisory, smuggling prevention and boundary control, and the technical customs, which regulates tariffs.
General Environmental Health Bureau (DIGESA)
Supervises, creates regulations and controls other dependences of the Ministry of Health and Municipalities within its three offices: basic services for health (water and drainage quality), ecology and environmental protection and food safety and zoonosis control. The last is the Peruvian counterpart to the Food and Drug Administration (FDA) regarding food sanitary quality and safety supervision and the registration of processed food and beverages.
Ministry of Agriculture (MINAG)
This Ministry sets the Peruvian agricultural policy, provides producers with relevant information regarding major crops. Among the Ministry, we have the following agencies:
The National Agricultural Sanitary and Phytosanitary Service (SENASA)
Is the government agency that regulates all plant and animal products and is also APHIS's counterpart. Among other tasks, SENASA prevents and controls plant pests and animal diseases, as well as enforces regulations governing domestic and imported plants and animals and their respective products and by-products.
The Agricultural Research Service (INIA): responsible for researching, promotion and technology transference in the Jungle (east), Andes (sierra) and Coastal areas.
The Natural Resources Service (INRENA): promotes the rational use and conservation of natural resources.
Ministry of Foreign Trade and Tourism (MINCETUR)
Is responsible for carrying out, regulating and supervising the foreign trade and tourism and negotiating trade agreements.
National Institute for the Defense of Competition and for the Protection of the Intellectual Property (INDECOPI)
Ensures trademarks, copyrights and intellectual property and is also the National Standard Organism.
The most important Agency regulating animal and plant products in Bolivia is the National Agricultural Sanitary and Phytosanitary Service (SENASAG), which is APHIS' counterpart in this country. SENASAG is a young institution and is working on the approval and the implementation of regulations and do not have a website.
